[xghgujqq] Narrower cars

Create roads with a width limit on vehicles.  Height limits and weight limits already exist.  Original motivation was to have enough space for a segregated bike lane.

It is curious that there do not exist very narrow cars, perhaps only one passenger wide, even though such a thing seems useful.  One driver, one passenger behind.  (Other than motorcycles.)
