You don't like the laws in your region, so you consider moving: voting with your feet. You can look up the laws on the books in other regions, but what you really care about is laws as they are actually enforced, and in particular the rate that they are enforced as a proportion of the rate at which the crime is committed. However, that information, the denominator, is extremely difficult to obtain: nobody will truthfully answer a survey admitting to crimes they have thus far gotten away with.
Several ideas: posthumous confessions, statute of limitations, granting amnesty to randomly selected people for statistical sampling.
