PDF offers far more opportunities for steganography than plain text.
Particular worry is digital watermarking which may endanger a user's privacy. Consider a project to bulk transcribe PDF documents back to plain text, perhaps many human volunteers.
Particular application is scientific publications behind a paywall. Are they watermarking and prosecuting copyright infringement?
