Make it a practice of responsible journalism not to use language like "a goal of terrorism" or "motivated by terrorism". Instead, report on the actual political goals of the criminal.
But this is politically incorrect: publicizing their goals seems to let the terrorists "win". (But responsible journalism should not be swayed by political correctness.)
