[ijmrpehw] Nominees annotate constitution

Require nominees for federal judgeships at the appellate level or higher to submit an annotated U.S. constitution as part of their paperwork for nomination, to provide a view into their interpretation of the law and their areas of knowledge.

The confirmation hearings can serve as an oral examination to verify that the annotation work was their own work.

Inspired by Ph.D. dissertation defenses.

They might deliberately leave blank areas of political controversy, which could be a problem.
