Create a venue where people play certain casino games of skill but do not gamble money on it. (Instead, perhaps an entry fee into the venue.) The business proposition is that the biological thrill of playing and occasionally winning exists without gambling. (Perhaps seen in why people play chess.)
People can play for rating points or other measures of skill.
Poker, blackjack. Not slot machines. Probably not craps nor roulette.
