[dzlafkay] Deviations from random primes

Find regions of integers which are dense or sparse of primes relative to the expected quantity by the prime number theorem.  This has already been investigated a lot, including prime gaps.

Find regions of primes which are dense or sparse of twin primes relative to the underlying distribution of primes.  Not: relative to integers, because a region devoid of primes is unsurprisingly devoid of twin primes.
