Tessellate space with tetrahedra, not necessarily identical. Minimize (by some measure, for example maximize the minimum interior solid angle among vertices) the deviation of the tetrahedra from a regular tetrahedron. (A tessellation with only regular tetrahedra is impossible.) Probably also want all the tetrahedra to be approximately the same size.
