Riker denies the Kesprytt membership into the Federation because of mutual distrust between the two cultures that live there; they should resolve their differences first. A few generations later, after one has genocided the other (the distrust was justified), they reapply for membership.
Inspired by Star Trek: The Next Generation, "Attached" (season 7), the one where Picard and Beverly Crusher become telepathically linked.
