[cxrqrcke] Measuring the effectiveness of state control of media

How effective is state control of media as a means of causing, or preventing, social change?  We may have quantifiable data from the many regimes which do exercise varying degrees of control over their media.

At best, it works on some kinds of things but not others.  What are those things?

Inspired by many who think undesirable behavior about sex and gender roles can be changed by controlling the media.

The counterpoint is that media only reflects society, what it already thinks, what it already wants to watch, and will be ineffective for causing change.  If the media doesn't show what people want to watch, then they will just watch, or do, something else in line with their beliefs.
