[kkbnnlvn] Black hole in low altitude Earth orbit

Construct or capture a low-mass black hole and place it in a low altitude circular Earth orbit: by low, I mean very low: altitude 1 meter, or even zero -- it skims (plows?) along the ground. (Yet another difficult astroengineering project.)

Will it encounter air resistance?  Will it encounter resistance passing through mountains of solid dirt or rock (which, like air, is not very dense compared to a black hole)?  What will it look like as it zips by a standing observer?
