Although foreign manufacturers might be difficult to sue, the domestic distributors of foreign products may be sued in domestic court. Let them be liable for harm the imported products cause. And then it's up to them to collect from the manufacturer.
Therefore, in order to operate as a distributor of foreign products, one must first show an ability to pay out liability claims, perhaps in the form of insurance.
