A group of comedians are officially kept on standby, like the national guard, to mock any attempted or completed terrorist attack, to steer the national discourse away from fear, thus, to not let the terrorists succeed at terror. I don't know if it will work: can we really laugh at death and maiming of loved ones?
The threat of such a response might dissuade acts of terrorism.
