Why do the Borg keep sending only one cube at a time into Federation space, when sending 10 or 1000 would be feasible and more effective based on past experience?
Answer: Sending one cube is the Borg equivalent of a white flag, of saying, "We come in peace." Sadly, it has turned out to be a diplomatic disaster.
History, of course, is written by the victors (so far).
