[vqinqhwo] Scroll bars on the side of the screen

Suppose a window is flush to one side of the screen.  This happens frequently for tiling window managers.  Then the scroll bar should be flush against that side of the screen, switching sides if necessary.  A scroll bar flush against the side of the screen will be easier to acquire by Fitts's law, assuming it is an important thing to click and drag.
