Descriptive: Sometimes people behave as if life is cheap: war. Sometimes people behave as if life is precious. Given the situation, predict which rule will be used. Kind of a Turing-test computer program.
Normative: Determine which rule should be used in which situation to optimize what is "best for society" (knowingly a vague term, knowingly a difficult problem).
