[htdvmdor] Transparency of complaints

One of the subtle keys to power is to have a mechanism for complaints, but where it is difficult for a third party to find out about or audit complaints.  No public tracking system to find out how or if a complaint was resolved.

Merely the appearance of responsiveness. Complaints may disappear into a black hole.

Once you notice this, you see it everywhere.
