[fotglavp] Ten thousand Apaches

A problem inspired by scripts.mit.edu, but no doubt seen elsewhere: host, say, 10000 different very lightly loaded web servers all on the same physical machine without running out of memory.  Assume 10000 different IP addresses (multi-homed), which is not how scripts sets it up.  We want the illusion, from the user's perspective, of his own apache daemon, fully configurable and being able to run things like SVN server.

And then allow dynamic load balancing across several machines.
