[zsnpoleg] Nationally shared snow plows

Plows travel with the forecasted snow storm path, instead of every city having to own plows which are used only a few days of the year.

Put them on a train to send back west.

Boston would have weathered Snowpocalpse fine but it didn't snow; DC had insufficient plows.
