Still image video compression

When compressing a video consisting of a constant image, i.e., a still image, which video codecs will eventually transmit enough information to reconstruct the image losslessly?

This is a desirable feature in a video codec. Compression is always a battle against the No Free Lunch Theorem, so there will always be something that any compression algorithm compresses poorly, either in quality or bitrate. This convergence-to-lossless feature allows a filmmaker a simple, albeit possibly awkward workaround at least for a still frame. I foresee one potential use being video which also encodes additional non-video digital data which may be extracted with a frame-grabber.
