Global cache

Many applications want to cache. Two are the web browser cache and the Freenet store. Others which want lower-than-regular-files priority to all available remaining disk space are virtual memory, scratch space (tmp), logs, and maybe the Apt cache and any other culprits in /var/cache.

It would be nice if these could all be managed globally and uniformly, with certain applications getting higher priority than others while still granting minima to those who need it. ionice as necessary.
