if x is a rational number, what is the nature of arctan(x)/pi? rational, constructible, expressible in radicals, algebraic, or transcendental?

inspired by tan(r*pi) being expressible in radicals for all rational numbers r (future post idsvxljs), so we could also start with x expressible in radicals.
