after you've used the soap box, ballot box, and jury box in that order with no effect at improving liberty, you've established a public record of your beliefs, so you will be on a government short list of suspects if you escalate to cartridge box. this decreases the effectiveness of that last box -- you will be less likely to be able to use it multiple times, getting better at it with each round.
therefore, the persons deploying the cartridge box have to be unrelated to those who did the first three liberty boxes. those using the first three boxes have to credibly communicate to the fourth that their efforts have failed and escalation is necessary.
the government can interfere with this communication, censoring speech, surveiling who accesses what information.
perhaps specialist contractors for the fourth box? freedom fighters for hire. the liberty-suppressing government will of course attempt to thwart such arrangements through law enforcement against contract killing.
