Where would be the easiest place to redraw state boundaries to create another instance of four states meeting at one point?
Probably somewhere out in the middle of nowhere where no one will care too much if state boundaries change. Western border of the Dakotas. Could two 4-corners points be created by redrawing boundaries of the 5 states in the Oklahoma panhandle region? (Probably not, assuming states have to remain connected, i.e., no enclaves or exclaves.)
How can we quantify the amount of change in a given redrawing of state boundaries, for the purposes of minimizing change?
Identify 4-corners points among county boundaries. There are probably many.
