Ubuntu 18.04 offers both a "server" installer and a "live server" installer. The difference is discussed here: https://askubuntu.com/questions/1028580/what-is-the-difference-between-ubuntu-18-04-server-and-ubuntu-18-04-live-server
However, what is striking is that neither download page references the other, suggesting internal strife within Canonical between the teams assigned to the two products. Of course, incompetence is more likely than malice: perhaps both pages were generated by scripts and no one has put in the effort to modify the scripts.
I couldn't use the live server because it didn't recognize my WiFi network card, and Launchpad bug 1750819 prevented proceeding without network.
They ought to call them alternate server and live server to echo the two different desktop installers, though the alternate desktop installer no longer exists.
