Climate change causes areas not previously thought to be fire danger zones to become so. (Where are, or will be, those areas?) In those areas, an arsonist gains a power akin to a weapon of mass destruction. We imagine a firework-like device which drops thousands of small fires or embers over a wide area.
Inspired by lantern festivals which launch thousands of burning lanterns into the sky (not caring where they will land).
Unlike a nuclear weapon, the fuel to power destruction is already at the target.
Areas which already know they are in a fire danger zone have probably already taken precautions, or risk-averse people have moved out. Or, they've already burned away. Climate change causes change, which is the interesting part.
