How easy is it for a private individual to set up a cell tower and distribute SIM cards that work for routing phone calls only between those who connect to that tower? Maybe a small networked collection of towers.
The use case is a group of people in an area are collaborating, communicating with each other with cell phones. The authorities try to disrupt the group by shutting off their cell service. The group then sets up and switches over to their own private cell tower.
Probably much easier would be to use smartphones, Wifi access points, local servers, and software for communication over wifi.
