Create a website that provides mutexes, locks, or semaphores to clients. Interacting clients know the shared name of a lock. This should be easy; back it with a database that provides atomic operations. High latency is acceptable for some applications.
Perhaps provide a service of clearing locks that have been held longer than a specified time interval.
