History keeps repeating itself, and people keep repeating the same mistakes over and over again.  Alternatively, the world changes, especially technology, opening new frontiers for mistakes which have never been made before.

Which model is correct for which situations?

Under what conditions, what recent changes, would something that was or would have been considered a mistake in the past become now considered a good idea?  Such situations might require politically overcoming the negative repercussions from last time.
