[smokxxhr] Substituting pitchers at the inning break

Consider a different rule regarding baseball pitching changes: If a pitcher leaves in between innings, he or she may reenter the game at another inning break.  If a pitcher leaves in the middle of an inning, he or she may not reenter.

Pitching changes at an inning break do not delay the game, so are not penalized.
