Augment the Anyone Can Censor storage service by adding a feature by which anyone can donate toward keeping data from being overwritten. When the storage is full, new data overwrites the old data that has had the least money given to it, a priority queue. Inserts might also be accompanied with money.
Consider money as a flow rather than a single transaction, allowing complicated financial mechanisms, e.g., perpetuities. Money can be given back when a flow stops, e.g., when a donor no longer cares about the data or when data has gotten deleted.
Censorship happens at links, but donations apply to the underlying storage.
