How badly will one dollar, one vote fail for a small, poor country where most of the vote buying might come from other countries?

How often do other countries care to meddle in a small, poor country?  If a country is worth a lot, it shouldn't be poor.

Local interests as a whole at the very least have a monopoly on labor.

Perhaps constitutional protections that can't be bought: life, liberty, property.
