[kbhajhve] Who is reading what?

Big Brother supposedly wants to know who is reading what, who is consuming what information.  Exactly how useful is such surveillance, especially as a predictor of what actions a person will take?  It probably depends on the type of information: what kinds of information does Big Brother want to monitor who consumes it?

Most interesting is publicly available information for which anonymous consumption technologies could be deployed, e.g., Tor, to combat Big Brother.

The problem is a dual to freedom of speech, right to publish: a freedom to listen, a right to read.

Inspired by nuclear proliferation.  Probably monitor who is reading research publications about metallurgy for materials used to construct gas centrifuges.
