Ocean waves (water waves) even in deep water seem to be sufficiently complicated to invite simulation as computer graphics: nonlinear Schrödinger equation, rogue waves.
Consider simulating them as art not science: drop the requirement of accuracy, seek feasibly computable models that produce interesting effects.
We probably need some model of wind to drive the waves. It would be interesting if extremely simple wind patterns can give rise to very complicated waves.
