Annoying is how many processes automatically run when network is available, especially observed in mobile devices. The spike in computational demand causes the UI to become sluggish.
Better would be for the processes to be left sleeping until the device is idle, and a notification permitting the user to manually run the wifi or data network hooks if wanted immediately. Interesting would be to list each process individually: it'll probably be a creepy list of a great many processes wanting to "call home" whenever there is network.
