[kbigtnau] Unfair justice is a deterrent

Some criminals are caught and punished.  Their example serves as a deterrent.  Interestingly, their punishment is effective as a deterrent regardless of whether their justice was carried out fairly.

Given that fair justice is often more expensive, and unfair justice might even be more effective as a deterrent, this gives society perverse incentive to maintain an unfair justice system.

Can anything effectively oppose this institutional corruption?
