No infrastructure to prevent an infectious disease epidemic will ever be sufficient because disease can always wait until that infrastructure breaks down, then wreak tremendous havoc. As human population density increases, it is wishful thinking to believe that there won't be a pandemic greater than ever seen before.
Inspired by the theory that the Black Death, proportionally the most deadly event in human history, was exacerbated by Mongol wars. War, of course, causes all order of society to break down.
