Society tends to prefer stability: it allows long term planning. However a stable society begets large institutions that become forces in resisting change. This makes it so that the only way change can happen is catastrophically, which is hugely disruptive. On the other hand, an unstable society is also hugely disruptive (anarchy and constant civil war, as seen elsewhere).
Is there a way to design a society to allow smooth changes? It perhaps requires a populace to believe -- as if a religion -- in constant change, and to resist large institutions.
