It is in the best interests of society for there not to be monopolies or monoculture in communication infrastructure. They represent single points of failure, or single points of attack for an adversary wanting to suppress speech.
However, economies of scale make them natural monopolies. And this may be one area where government regulation is insufficient: monopolies and monoculture aid the government in suppressing, controlling, and monitoring speech.
