Using scrypt as a pbkdf to unlock a partition on boot makes a lot of sense: use the entirety of the memory available: there are guaranteed to be no other processes running.
Inspiration was for smart phones, which are especially likely to be seized and involuntarily decrypted, and which usually have very short unlock codes.
