Create a quadcopter inertial guidance system that lets it stay in one place, even in the presence of wind. This is a fun control problem. This has almost certainly already been done. How much wind can be tolerated? How precisely can it stay (or return) to the same place?
Assuming the quadcopter's payload is a camera, can mechanical optics compensate even further? (I.e., SteadyCam)
Add radar beacons on the ground to improve stability further.
