[qggmiqxc] Once a day internet

Design network protocols and applications which provide a good user experience even if the internet is up only once a day.  More specifically, make requests today, get responses tomorrow, a 24 hour latency.

Email, especially POP, and NNTP would continue to work well.

Might need to distinguish what level of the network is operating at high latency.

Although the obvious application is remote places, I think things designed this way will provide an overall better experience even on a network with much less latency.
