[dillcnll] Steiner and Voronoi points

Both Steiner trees and Voronoi diagrams start with a set of points and uniquely generate more points (i.e., Steiner points, vertices of Voronoi cells).  For Voronoi, the procedure could be recursively iterated, probably filling the plane.
