Consider using information technology to match up seller and buyer quickly and efficiently to create a market for short shelf life foods.

Perhaps smart refrigerators which know what you don't have and automatically bid when a good is available.  Tricky is often you want combinations of goods.  Maybe need financial technologies too, like futures and options on a single tomato.
