Consider legalizing all forms of computer hacking. The goal is to encourage industry develop technologies to defend against attacks by the NSA. Note well that the NSA, and other governments, essentially operate under such (lack of) rules: they are permitted any form of hacking against those it is authorized to target. We "level" the playing field: now anyone is permitted. Hacking by the NSA is often concealed (e.g., parallel construction), but similar hacking by others may be more visible for defenders to know they've been hacked, and what to defend against.

Can we deploy such anarchy in a not too catastrophically chaotic way?
