I fault Google for being evil in dragging its feet at providing users the ability to block apps from using resources (e.g., network, location, access to contacts). Evil is deliberately blocking users from being able to use their devices safely in favor of advertising revenue. The now-revoked App Ops tool shows that the ability exists.
Weirdly, Cyanogenmod refuses to add (back) the feature, too. (CYAN-28 Won't Fix).
However, no other operating system provides such sandboxing control, either. Consider adding it to desktop Linux distributions.
