[yvybpolf] Public transit and social class

Does the existence of public transit make the inequality and social stratification problem worse?

Inspired by two ideas heard elsewhere: public transit exists mainly to transport in the servant class to serve the rich.  People don't ride public transit no matter how convenient it might be because they don't want to be surrounded by poor people.

Can public transit be deployed in either a way that makes The Problem worse, or a way to make it better?  How can we tell which way a given system is doing it?  Is it always a deliberate act, or can such effects occur organically with no bad intentions by any decision maker?
