Suppose a group of criminals wish to coordinate their actions for mutual benefit (perhaps to correct market failure in a black market).  However, to avoid attracting attention of authorities cracking down on organized crime, they want decentralized power structures; no Godfather as a single point of failure that the authorities can knock out.

Power from the people is of course the central idea of democracy.  There is no king, the "leaders" are actually public servants.

Speculate that criminal organizations have evolved underground democratic governance on par with, or even exceeding, public governments.
