A straightforward way to increase government transparency is to increase the power of the Freedom Of Information Act. Perhaps the devil is in the details. What is classified, and how do we prevent too many things from being classified? When the government collects information on private individuals not (yet) charged with any crime, should that information be publicly accessible? If so, it would likely cause a huge political effort to stop the government from collecting such information in the first place.
An even simpler first step is simply to increase the budget for responding to FOIA requests, so that many can be handled quickly and thoroughly.
