[etsfedxc] Making it rich people's problem

The federal budget sequester was supposed to suspend many air traffic controllers so cause many flight delays.  However, flight delays predominantly affect the rich, so Congress quickly reached a deal to fund them.

This suggests a political strategy built not around convincing the mass of people of a problem that needs change, but of making the problem affect the rich people.

However, the other side has the rich people trying to avoid it being made their problem, to insulate themselves from the effects of the problem without solving it.  The canonical example is white flight to the suburbs.
